The Obama administration has floated a transportation authorization bill that would require the study and implementation of a plan to tax automobile drivers based on how many miles they drive.
The plan is a part of the administration’s Transportation Opportunities Act, an undated draft of which was obtained this week by Transportation Weekly.
The White House, however, said the bill is only an early draft that was not formally circulated within the administration.
“This is not an administration proposal,” White House spokeswoman Jennifer Psaki said. “This is not a bill supported by the administration. This was an early working draft proposal that was never formally circulated within the administration, does not taken into account the advice of the president’s senior advisers, economic team or Cabinet officials, and does not represent the views of the president.”
News of the draft follows a March Congressional Budget Office report that supported the idea of taxing drivers based on miles driven.
Among other things, CBO suggested that a vehicle miles traveled (VMT) tax could be tracked by installing electronic equipment on each car to determine how many miles were driven; payment could take place electronically at filling stations.
The CBO report was requested by Senate Budget Committee Chairman Kent Conrad (D-N.D.), who has proposed taxing cars by the mile as a way to increase federal highway revenues.
Obama’s proposal seems to follow up on that idea in section 2218 of the draft bill. That section would create, within the Federal Highway Administration, a Surface Transportation Revenue Alternatives Office. It would be tasked with creating a “study framework that defines the functionality of a mileage-based user fee system and other systems.”
The administration seems to be aware of the need to prepare the public for what would likely be a controversial change to the way highway funds are collected. For example, the office is called on to serve a public-relations function, as the draft says it should “increase public awareness regarding the need for an alternative funding source for surface transportation programs and provide information on possible approaches.” . . .

Should someone tell the administration that we already have a device that measures miles we drive. It’s called an odometer. And we already pay for it in taxes when we replace the fuel we used. Duh!
Not one single taxpayer should have to cough up additional taxes. Washington gets plenty of tax revenue as it is. They need to live within a budget like the rest of America. If they can’t do that then perhaps those in charge of the purse strings should have to foot the bill when their fiscal policies put us in the tank.
Are they inviting people to quit their jobs and go on welfare? My husband drives for a living. His company would go bankrupt having to pay taxes for all of it’s employees and they don’t pay their employees enough for it to be worth working there if the employee was responsible. And how do you stop the individual states from collecting tolls? This is such a bad idea!

The reason they are considering this tax is because we are not using enough gas.
In our area we have conserved water and are using a lot less of it. Therefore the water department has proposed raising our rates to an unbelievable rate because they are not making enough off of us.
We just cannot win.
Debbie, haven’t you heard of the Gas Guzzler Tax? People with cars that don’t meet the EPA standard for 22.5 mpg get hit with it. Put that on top of having to pay for more fuel, which is taxed twice in most states...If you really think Uncle Sam should tax ‘gas hogs’ more, prices on everything will start to go up more. Once they get that, they will try it on commercial transportation which will make prices jump even more!
Well, I am retired and have a gas hog (a 2000 Astro van), but didn’t know it only got 16.9 mpg. However, I would certainly love to have an economical car, but can’t afford payments for another one. So whoever thought up this hair brain idea must not have to worry about money or can afford one of the newer gas saving cars. The Government ought to think all of the officials as well as their employees paying into Social Security and having to have this new Health Care program shoved down their throats. What’s fair for the goose is fair for the gander.
What happened to Servants of the people?
I am a General Contractor and must drive for projects and office time. It’s 150 mile round trip to go to the office. So since the price of gas went up I actually can only afford to go to it twice a week. Because of my career, I have to have a 4×4 truck to access projects and can’t afford two car notes and insurance so I can have a more efficient car. In this time, any increase in costs are unbearable. I can’t sell my house and move closer because it’s worth half what I owe, I can’t move the office because of proximity to work. Sad thing is, we are government contractors and a major cause for excessive cost is all the bureaucracy to get work done. The waste is insane and more revenue is useless.
I hope they don’t start putting odometers in toilet paper rolls next.
By imposing a tax like this, or any other new way of taxing the people, only allows government to keep spending more money they don’t have. If you think about it, if someone kept giving you money, when you didn’t do anything to earn it, wouldn’t you go spend it? When families are forced to live on meager wages, they struggle, but they get by and most times, create better values. Is it too much to ask government to try this way of life? We’re taxed when car is purchased, when gas is pumped and when car is maintenanced. We pay for insurance on the car and in most states, pay tolls for use of their highways. How is all that adding up for you all? What will happen is we’ll turn to public transportation and the gov’t will reap the profits from that. P.S. Thanks for the chuckle, Leeyann!
Hmmmmm.....tax me on the number of miles I drive...???? A fee for service/use tax proponents claim. I don’t have any kids and have paid approximately $300,000.00 in school taxes based on my property assessment the past 40 years. Am I about to get a 300K refund from these service/use tax proponents..?? Or are the blowing smoke out their assholes..?? Rhetorical question folks..!!
I don’t believe the president likes our country. This administration is out to destroy America as we know it. Remember what the first lady said that “this was the first time she was proud of her country” when her husband was running for office. Everything they are doing is aimed at destroying America from within. I lived in England years ago and we had to pay a TV tax. Once they start taxing us they won’t stop. Look at who is getting money from Washington now. They are paying those who help keep them in power. They will keep wanting more money. This government is for the people and by the people. 2012 can’t come fast enough.
1. This is a form of imprisonment, the restriction of free movement (travel) and an invasion of privacy.
2. This plan will discourage travel for personal business purposes negating any gains via revenue from this plan.
3. This plan would encourage the use of older vehicles and discourage the purchase of new vehicles.
4. This plan would encourage individuals to purchase commercial vehicles for personal use increasing fuel consumption if they are not taxed.
5. If commercial vehicle miles will be taxed this cost will be passed on to the customers.
At this point in time I really believe folks don’t make any unnecessary trips making taxing mileage a very hot button.
This type of Congressional tasking originates from several sources including the Executive branch.
We pay their almighty salaries to sit and scheme up new ways to take our money! High food and gas prices, house values declining... This is like an additional kick in the stomach. My spouse drives 150 miles round trip for work. Do you think he finds this a LUXURY? NO! We do not have an option to move closer to work as we cannot afford it. We cannot afford to replace his 2003 Chrysler that has over 260,000 miles on it, because the additional car payments would put additional financial burden on us. He has to take over 3 hours out of his life a day driving to and from work: that’s 21 hours a week, 1,040 hours a year, for over 20 years so far. As “they” read this the dollar signs must be flashing before their eyes. We deal with the current burden, but now you cause additional punishment with adding an additional tax? We pay our taxes, and the fuel taxes pay for the roads. Believe me, the money the Gov’t plans to collect will be funneled towards other “pet projects”, not roads. Pres. Obama and cronies are full well behind this and you can’t tell me otherwise.
Lower the price of gas and we will drive more. Better yet tax the profit that the gas company makes. But they won’t do that when they can dump on the little people. They will make some thing to put in your car to track mileage and it will cost 50 billion to make just to collect 1 million in taxes. Just stop spending money or stop giving it to countries that hate Americans !

Please note that the proposal would replace the gas tax so someone who drives 50 miles a month would not have to pay $5.00 a gallon for their fuel use....its basically 6 of one 1/2 dozen of another and would not affect most drivers. Please also note that this was a proposal also in 2006 with the prior administration and is not the first time we have heard about talk about it being considered.

Don’t you people realize that everything you consume arrives on a gas/diesel driven vehicle? Food prices are through the roof. The person who wants those people who drive vehicles that consume more fuel. How much more are you willingly to pay for the plumber, the home health nurse, the trash truck, and on & on it goes. Here’s an idea I haven’t seen yet within these comments... With a sensor at each gas pump and a transmitter on every car, the government will get a report every time you get fuel. This would be a great way to track individuals or groups of people to discover where they go, and how often. The reports would indicate migration / movement patterns in real time! Maybe this is less about revenue and more about tracking... just a thought...
In Oregon they are worried about tax from fuel because people are driving more fuel efficient cars. UMMM... the government is PUSHING people to buy more fuel efficient cars, so now that people are driving them they are losing gas tax. It’s a no win situation with Obama. Not everyone first of all can afford fancy new fuel efficient cars that can hold a whole family. They are saying as much as .85 per mile. It would cost my husband $70 a day to go to work, and that is only taxed miles. It doesn’t even count the gas we pay for. Obama, cut government salaries and quit finding ways to harm the innocent people.

You go to the store to get some toilet paper, you pick the brand you want, take it to the checkout, the person rings it up, you pay for it. Now look at the receipt and you will find that in fact you have already paid tax on your toilet paper!

Small fuel efficient cars pay less tax, big vehicles pay more tax... big vehicles are harder on the roads and pollute more per mile... what more can the government want?

Why not consider taxing people who drive vehicles that get less than 20 miles to the gallon. I live in a rural area that has a large lake, therefore there is no other way to get to my job except to take the long way around due to the lake, which results in me having to drive 30 miles to work every day. I purposely bought a vehicle that gets 35 miles to the gallon to conserve on fuel. Instead of punishing those like myself, why not punish those who still want to drive gas hogs?
