Giant cost overruns, materials from overseas, union bosses makin millions...this has been going on forever, everybody knows it, so why isn&#039;t it stopped? When a contract is set at a price and time, that&#039;s what it should be. They just underbid them to get the projects approved with no intention of fulfilling what&#039;s in the contract. Another big, crooked game where people get rich off the tax payer...like i said, what&#039;s new?]]></description>
